The body of a 3-year-old girl found in a culvert in a Dallas suburb over the weekend has been identified. Sherin Mathews had been missing since Oct. 7. The girl’s father – now in police custody – originally said she had gone missing after he left her in an alley outside his home early one morning, as punishment for not drinking her milk.

California prohibits state-funded or state-sponsored travel to several U.S. states. In the wake of Gov. Greg Abbott's signing of a controversial adoption-related measure into law, Texas has become one of them. California's attorney general says the Texas law is discriminatory against the LGBT community.

Faith-based adoption agencies in Texas would be able to reject prospective parents on religious grounds under a bill the state House preliminarily approved Tuesday over strong objections from Democratic lawmakers who said it would ultimately harm children and deny good people the right to care for them.

Earlier this month, Florida repealed its ban on adoption by same-sex couples. That’s never been illegal in Texas, but whether or not a same-sex couple can adopt a child has always come down to a judge’s opinion. But with the Supreme Court’s decision on same-sex marriage in Obergefell v. Hodges last month, judges in Texas can no longer discriminate based on a couple’s makeup.
