The Lead: Vote on Independent Austin Energy Board, SXSW Film Wristbands on Sale

Happy Valentine's Day! The National Weather Service says Austin is looking to stay sunny with high 60s in this afternoon. 

Lead Story: Austin City Council votes today on a measure that could create an independent board to oversee Austin Energy. The resolution is sponsored by Mayor Lee Leffingwell, Mayor Pro Tem Sheryl Cole and Council Member Bill Spelman. 

Some consumers and environmental advocates oppose the measure because they believe it would give too much power to an unelected board.

Today's vote, if approved, would direct the city manager to draw up details for the independent board. The meeting starts at 10 a.m. at City Hall. 

New Coalition for Texas Women's Health: Dozens of Texas health providers, including the Texas Medical Associationand Texas Hospital Association,  have come together to create the Texas Women's Healthcare Coalition.The group is asking lawmakers to restore funding for women's health programs. 

The group says funding cuts aimed at Planned Parenthoodand other clinics affiliated with abortion providers have hurt many other clinics across the state. The group says under the current draft budget, 147,000 fewer women will receive preventative care and family planning than in 2010.

SXSW Film Wristbands 2013 Debut: Wristbands for the South by Southwest film festival are now on sale.
