The coastal city is still working to rebuild from 2008.

While Texans eagerly await any and all rain from tropical storm Don, one gulf city continues the work of rebuilding after Hurricane Ike.

The Galveston City Council narrowly dismissed a resolution Thursday to rebuild 569 public housing units off the island, The Galveston County Daily News reports.

Supporters were asking for the Council to take a regional approach to providing low-income housing, giving the Galveston residents the option of not being on the island in the event of a dangerous storm.

Council members voting against the resolution said the city did not have the authority to build off the island, or that federal funding for low-income housing would be available if the units were not actually in Galveston.

Tropical Storm Don is expected to make landfall either tonight or early tomorrow.
