Back in the 1800s, the Salvation Army’s Christmas mission consisted of delivering food baskets to people who would otherwise go hungry.</p><p>But by the 1970s, Austin Salvation Army Major Shannon Winters recalls, the group’s focus turned to toys for children in need.
