So would customers outside the city limits.</p><p>People using 200 kilowatt-hours of energy or less each month would get the smallest bill.</p><p>The changes were meant to address some criticism of the utility&rsquo;s first proposal. Lamar Smith.</p><p>Smith <a href="http://judiciary.house.gov/news/01202012.html">issued a statement today</a> in response to the news that SOPA&rsquo;s companion bill in the Senate, the Protect Intellectual Property Act, <a href="http://kutnews.org/post/senate-vote-delayed-pipa-its-anti-piracy-bill">had been pulled</a> from by majority leader Sen. Harry Reid. Smith writes:</p><blockquote><p>&ldquo;I have heard from the critics and I take seriously their concerns regarding proposed legislation to address the problem of online piracy.
