Doing so will fulfill requirements currently preventing the city&rsquo;s&nbsp;<a href="http://www.austintexas.gov/urbanrenewal">Urban Renewal Agency</a>, which is&nbsp;now in charge of the properties, from taking other actions on them.</p><p>The properties include one located at 1120 East&nbsp;12<sup>th</sup>&nbsp;Street, and a series of plots on the same street. One case has been confirmed in Travis County.&nbsp; The individual has been hospitalized.</p><p>The neuroinvasive form of the disease can affect a person&rsquo;s brain or spinal cord, and can be fatal. The pedestrian died.&nbsp;The accident occurred at 2 a.m. today, Austin police said.</p><p>While both northbound and southbound lanes were closed for about an hour this morning around the 5500 block of the highway, all northbound lanes were said to be open by 8:30 this morning. Those already receiving benefits based on the older criteria will continue to be eligible.
