Power Outages Increase Pollution from Gulf Coast Refineries

With the kind of powerful thunderstorms we have in Texas, it’s no big surprise that sometimes there are power outages.  They’re an inconvenience for most of us.  But they can be down-right dangerous when they happen to the state’s massive petrochemical plants and refineries.
